To this end, basic requirements and limit values are laid down for the contaminant content of wastes, depending on the particular use to which the waste is put. The requirements apply to waste used directly as landfill replacement construction products as well as to waste recycled for the manufacture of landfill replacement construction products. The requirements ensure that the same requirements apply to the use of wastes for recycling as to the disposal of this waste at a landfill site. The requirements concerning recycling also comply with the requirements of Council Directive 1999/31/EC of 26 April 1999 on the landfill of waste.
