BS 7671 and customer's expectations (except of course that customers are always right, even when they're wrong!). EN 60950 contains sufficient requirements to deal with the design considerations you mentioned. Hard-wired ICT equipment is not unusual, in fact hard-wired telecoms equipment is the norm. Perhaps you don't don't get many telecoms racks to test?
