You might be able to find an old Shallcross bonding meter or an HP analog milliohmmeter on eBay, but they would be a distant second choice. The Keithley 580 Microohmmeter is excellent. Minimum value is 10 microohms, and it can read up to at least 2000 ohms. Readings are stable and confident. You can measure in 2 or 4 terminal mode. The 4-terminal Kelvin leads are about a meter long, so you can readings on fairly big equipment. Keithley has several 4-terminal probes styles; I suggest a pair of the dual, spring-loaded needle-point pins and a pair of the big, gold-plated alligator clamps. Sometimes, the easiest way to work is to use an alligator clamp pair on the ground plane or reference point, and then go around with a needle-point to survey individual locations.
