A new set of UK EMC Regulations has been published (2005 No. 281).  For the

These new Regulations do NOT implement the new EMC Directive, but are
largely the result of administrative changes in the UK, where Ofcom has
replaced the Radiocommunications Agency.  The opportunity has also been
taken to update the exclusions in the light of the R&TTE and other
legislation introduced since the previous Regulations were last amended in
1995.
