I suppose the exemption is because the telecoms industry does not have 
(or claims not to have) enough long-term reliability data, possibly 
including compatibility data re operating lead-free equipment in close 
proximity to lead-containing equipment for long periods, for lead-free 
solders and lead-free parts. If this is so, I would suggest that:

  - if you don't have reliability issues with certain products, you go 
lead-free;

  - if you or your hardware suppliers do have reliability issues with 
other products and therefore do not want to go lead-free, don't.

I expect you can check in the telecoms industry whether my initial 
supposition is correct, and, if it is not, whether that affects the 
validity of my suggestions.
