Charles, Perhaps it comes down to a matter of degree. Even if all of the EMC testing does not will result in a well managed spectrum, it seems that it does result in better spectrum management than if no testing was performed.
If this hypothesis is true, then on a macro economic scale we can look at the costs to society of testing, versus the cost to society of not testing (and producing less ideal devices - from an EMC perspective). Then we will know if the cost (which society pays either way) is lowered by testing.
