Also very useful is the international ITU-R Recommendation SM.1538-1 (SM:

Dennis. Thanks for your information.

For a short range device (i.e. portable transmitter) to Europe, if the Tx
power is 20mW or above, is anybody know what standard should refer to?

Daniel.

Hi Daniel

Currently for the FCC there is no requirement that a SAR lab be accredited.? I
believe the same exists for the EU.? However, many SAR facilities are
including the various SAR standards on their existing scopes of
accreditation.? For the US and for any certification body operating under ISO
guide 65 there is a little caveat that is yet to be fully comprehended by the
certification bodies.? The little caveat mentioned is the fact that while a
TCB has the responsibility to accept data from an accredited lab, if data
comes from a lab that is not accredited, the certification body must have
confidence in that data.? This gets into a whole can of worms as to how a
certification body establishes this conf! idence.? The FCC and ANSI have not
fully established a set of criterion by which a TCB is to use in establishing
confidence of the non accredited lab.? The gamut runs from some ANSI assessors
wanting the certification body to do a full ISO17025 type audit to ensure
confidence, to those that only want a ?arm fuzzy??? Needless to say, until
the FCC decides on exactly what and how much of 17025 a non accredited lab is
to be put through by the certifier, this issue will remain a problem.? The
easiest and less worrisome process is to use a lab that at least has their SAR
testing capabilities included in their scope of accreditation.? If one cannot
be found, the next best thing is to discuss this with the TCB/certifier of
your choice as see what must be done for the certification body to establish
confidence.?

If you wish, you may contact me on this issue off line for a more in depth
discussion on the SAR issue.

Subject: SAR testing of telecom product.

Dear all,

If I take a telecom product to test the SAR in a lab, how can I know their SAR
test facilities is recongnized by International Approval body? The SAR report
i.e. for standard FCC and EN50371 is recongnized by International Approval
body or not. Is there any accreditation or registration scheme for SAR test
lab?

Thanks advance for all comment/ information.

Daniel.
