No, the IEC standard has a list of exclusions, including ITE. But the 
earlier EN 50366 (which comes into force under the Low Voltage Directive 
next FEBRUARY) doesn't have a list of exclusions. I have proposed that 
CENELEC be asked to introduce the list as an Interpretation, but I don't 
hold out much hope.

The next issue of the EMC and Compliance Journal will have my article on 
this subject.
