I would like to second Pete Perkin's recommendation. 
I have been to a talk Pete gave that included
information from IEC 60479 and the information was
very comprehensive and very interesting.  If I
remember right, it included information on the effects
of dry skin vs. wet skin, different current levels,
effects of different frequencies, etc.
