As you know, in general - and certainly in the case of the LVD  - standards
are but one way of showing compliance with the essential requirements of
Directives (safety objectives in the case of the LVD).  As such, EN 50366 (a
standard already listed in the OJEC under the LVD) cannot become 'mandatory'.

What some readers may not realise is that come Feb 2006, if you want certain
(perhaps all?) certification marks for products covered by the scope of EN
50366 (broadly, domestic appliances) then this standard will be applied.  I
will not hazard a guess as to whether certification bodies will be applying it
to products that the authors of this standard did not intend, namely ICT and
CE products.
 
Certainly this and other EMF standards are in the grey area between safety and
EMC.  The same is also true of functional safety considerations brought about
by a lack of immunity.
