Regulatory standards are a bit like the public law. Especially in the USA, there is a populist feeling that the law should be freely available to all. For instance, you shouldn't need a fee-based subscription service to find out the speed limit. Our government should make the rules of commerce equally available to the rich and poor enterprises. As for copyrights, I don't see why the USA government would be precluded from copyrighting something. A copyright simply defines the ownership of the work; it doesn't mean that the owner can't then allow free copies to be made of the work. That's exactly the way that Linux is distributed.
