Having just read the Regulations, I would interpret them as applying to any equipment fitted with a plug that is 'normally' intended for domestic use. They specifically state voltages greater than 200V and current up to 13A. Hence, any equipment that is intended to plug into a normal mains outlet should be fitted with an appropriate plug conforming to the relevant British Standard. There are exclusions for equipment that is intended to be hard-wired.
