Jim, I believe the table is ok. Table 2G note 1 points to clause 5.3.4, requirements for functional insulation. If you don't meet clearance and creepage distance requirements for functional insulation, you can choose 500V electric strength test as alternate option. Electric strength requirements do not apply to components bridging functional isolation.
