Greetings Experts.
 
We are in process of updating our Radiated Immunity test setup (IEC 61000-4-3)
increasing the upper frequency from 1Ghz to 6Ghz. This test setup in our 10
meter Semi-Anechoic chamber requires the additional of RF absorbing material
on top of our current ferrite floor tile.
 
It is our understanding that the new CISPR16 test setup for Radiated Emissions
above 1Ghz is a very similar setup; stationary antenna at 3 meters with 30cm
(12") high rf absorber material on the floor between the EUT and antenna.
 
Now I'm no expert in the science of rf absorber material, but doesn't it seem
like there should be a single setup that will work for both immunity and
emission?  
 
Currently, both ETS-Lindgren and TDK are telling me I have to buy two
different material types and swap them out to go from immunity to emissions.
Plus I have to completely remove and store all this material when I perform 10
meter emissions testings from 30Mhz to 1Ghz. In addition to all the work and
time involved in the setup and tear down for the different tests, I would have
to add-on to my building to be able to store all the material. 
 
Am I missing something?  Can someone explain to me why this is the case and if
there a configuration of floor rf absorbing material that will work with both
emissions and immunity?
