When confronted with problems like this, I always try to determine the intent of the particular statement in the test. To me, it is clear that the intent is to fully support the EUT and associated equipment, with cables dropping off the edges of the defined area, as needed. The table should serve this support function and be invisible to RF.
In the case of a small EUT with no cables, the intent is satisfied with a table just large enough to support the EUT. Heck, for something like a digital camera without cables, a threaded plastic rod coming up from the turntable, screwed into the mounting hole in the bottom of the camera, would be sufficient to support it and satisfy the intent. Of course, getting an auditor to understand the intent, as opposed to a literal reading, might be difficult to do.
