Though I am not an EMC engineer, I found the vector network analyzer very
useful for several measurements, which are also useful for EMC purposes.  

In recent years much of my work has gone towards the design of power
distribution networks on boards and packages.  Any large resonances in these
structures pose EMC risks, and a good way to check this is to measure the
impedance of the power distribution network.  For that purpose, hands down,
vector network analyzers are the most universal and most accurate.  I
addition, you can make close and/or far-field radiation transfer function
measurements if you excite your DUT with the active port of the network
analyzer and pick up the radiation with an antenna connected to a passive port
on the instrument.  If you are looking only for structural resonances, the
fact that this setup is hard to calibrate in absolute field-strength values is
not a significant limitation.
