I have to be very provocative here, but please don't shoot the messenger
unless you /really/ want to. (;-)

Some years ago, the US National Committee of the IEC declared an
intention to bid for as many senior positions in the IEC as possible,
and to invest much effort into international standardization through
IEC. It's largely happened, but 'at home', US standards remain mostly
national, differing entirely or in substantial part from the
international, and some, such as CISPR and IEC SC77B EMC standards, have
no counterpart in US national standards at all.

It seems that what is good for the rest of the world is not good for
USA.

Plural: data, criteria, phenomena. Singular: datum (different meaning: use
'data element' for a single item), criterion, phenomenon. 'Effect' is a noun,
'affect' is a verb (except in psychiatry).
