In fact, entirely aside from the technical aspects of far field measurements being more accurate, part of the original rationale for the three and ten meter requirements was that an interference caused by the consumer’s own radio reception was not nearly as important as to his neighbor’s, because the consumer could deal with his own rfi issue by turning something off that was under his control.
