Sometimes this just runs you in a circle, because the military can buy things
COTS (Commercial Off The Shelf) when they don’t need the quality and
reliability assured by MIL Standards. For instance, the Colonel’s coffeepot
can be COTS, but that coffeepot should never end up in a tactical
communications shack. Thus, some military procurements will just be “best
commercial practices”, expecting to see FCC, UL, etc, kinds of compliance.

If this radio is for the exclusive use of a U.S. federal government agency,
you need to look at the contract requirements to determine what if any testing
they need to have done.   CFR47 does not have any test/application
requirements applicable to products used/sold only to the federal govt or
military.
