Sometimes this just runs you in a circle, because the military can buy things COTS (Commercial Off The Shelf) when they don’t need the quality and reliability assured by MIL Standards. For instance, the Colonel’s coffeepot can be COTS, but that coffeepot should never end up in a tactical communications shack. Thus, some military procurements will just be “best commercial practices”, expecting to see FCC, UL, etc, kinds of compliance.
