If there is a standard IEC 69999 and a standard DIN IEC 69999, then they 
are identical. But if there is a standard DIN EN 69999, then somewhat 
pedantically, they are NEVER identical. The EN always includes an Annex 
ZA, which 'translates' the IEC normative references into EN/HD 
references. But the differences may be MUCH larger, including Common 
Modifications (that apply to all EU and EFT countries), and A-deviations 
and Special National Conditions, that apply only to some countries.

They are intended to be, and SHOULD be, identical. But translation and 
printing errors do occur.

An EN is approved by receiving not more than 25% of the votes cast being 
negative votes, and there is also a weighted voting process. But once 
approved, ALL member states and EFTA members have to publish the 
standard (intended to be identical, but see above) as a national 
standard (DIN EN 69999, BS EN 69999, ES EN 69999 etc.)
