Thank you very much for the quick comment.
 
The EUT are relay switches and dimmers.  Section 7.3 is for Luninaire. 
Section 8.2 is for Indoor and Outdoor Luminaires.  Section 8.9 is for lamps. 
I cannot locate B.2. from my copy (CISPR 15 @ IEC:2005).  Based on these, my
colleague insists groundplanes are not required when perform measurement on
relay switches and dimmers.  Do you agree with the argument?

        There is a requirement in the last paragraph of 7.3, which is, in 
effect, a
ground plane, and there is another in 8.2, and another in 8.9, and another in
B.2.
        
        I think you have to look very carefully through the standard (and do a
word-search if you have an electronic copy).
