And what exactly are we to make of the disclaimers:

Are we to thus assume that the FCC is not responsible for the content of
47CFR15, or that the content at the associated web page (US Government
Printing Office) may not be reliable?

It is still available David, and they recently changed the format so that the
entire text of Part 15 is available as a single pdf.  Go to www.fcc.gov and
scroll down the left sidebar to the "rules & regulations" link.  Follow that
through a few clicks and you have it.
