        I agree with you that there needs to be consolidation of the
technical requirements for safety standards.  

        The IEC is replete with standards covering the basic issues -
allowable limits for electric shock protection, insulation coordination,
etc.  All of these basic issues must be taken into account according to
these Basic Safety Publications of the IEC; this should continue to bring
things together which could reduce the need for many standards for related
equipment or technology. 

        There is the effort just approved for an IEC standard for an
audio/video, information and communication technology equipment standard -
IEC 62368 - which has been written in a Hazard Based Engineering format
which is intended to be technology independent.  It combines the
requirements for equipment presently covered under IEC 60065 and IEC 60950 -
which should cover a very high percentage of electronic equipment.  This is
not yet a universal standard but is approaching that for electronic
equipment (for instance, IEC 61010 - lab, test & measurement equipment - is
still outside this new standard).  

        Those of us who have worked on this new standard hope that it will
become the basis for requirements where the same electronic technology is
used which should make it more ubiquitous moving ahead.  

        Maybe there is light at the end of the tunnel...
