Mark, I went through the process and would like to share my experience with you.
If you plan to have a foreign vendor to build your EMC facility (chamber), it is recommend that you choose the one having an office in the country where you are (USA?). A foreign vendor maybe not familiar with your local rules (electrical, fire, etc.). This may create a big problem. Price is not the only factor for choosing a vendor. Here is a story: Chamber manufacturer A (didn't get a contract) talked to BSMI officials (Taiwan government agncy) that with the price quote given by chamber manufacturer B to a lab, he would lose money for the contract. Less than a year, I heard the ceiling of the chamber of the lab collapsed. If you plan to have a control room, get the biggest one your space allowed. Tim of this group suggested. I didn't pursue as the upper managers questioned the necessity of the control room. Mine is 10ftx16ft. I feel it is too small. For this reason, I didn't allow my colleague to setup a conducted emssion table in the room. If you plan to have a control room, finish the metal wall with non-reflective material. With metal wall, reflection from lighting is uncomfortable. In addition, with reflection, there is no way to take good photos in the room. I hope this help.
