91/155/EEC if for "..classification, packaging and labelling of
dangerous preparations..", and is not the same as the MSDS, but
requirements are similar. Many of the "product safety data
sheets" that I see do not mention the 'Safety Data Sheets
Directive' and do not seem to conform to this directive, nor do
they need to for many END-USE products.

For example, a declaration of conformity, that had the title
"Product Safety Data Sheet" (from a major printer manufacturer)
seem to indicate elements of compliance with U.S. MSDS and FCC
and NFPA, Europe LVD and EMCD, Canada ICES, etc.

As Mr Crane said, these documents "convey information about
articles with regard to a variety of regulatory concerns". So we
can only guess as to what combination of corporate and regulatory
interests are driving their publication.

Whether you choose the term MSDS or PSDS, within the EU the
requirement to supply information for certain products comes from
EU Directive 91/155/EEC.

On Transportation this says:
 
14. Transport information 
Indicate any special precautions which a user needs to be aware
of or needs to comply with in connection with transport or
conveyance either within or outside his premises. 
Additional information provided for by the United Nations
Recommendation and other international agreements on the
transport and packaging of dangerous goods may also be given.

Have seen many a "Product Safety Data Sheet". But have not seen
any published standard or directive that requires it as a
separate document from the installation instructions and/or the
MSDS.
 
Can we assume, in lieu of any formal requirement, that the format
is driven by marketing and legal ?

Just became aware of the concept of a Product Safety Data Sheet -
which is different from a Material Safety Data Sheet.
 
A PSDS appear to be used to convey information about articles
with regard to a variety of regulatory concerns, include
transportation of dangerous goods.
 
Googling "Product Safety Data Sheet" reveals a wide range of
formats being used. Some companies have used the MSDS model with
a lot of "not applicable" thrown in. Others seem to have invented
their own format, mentioning product dimensions, weight,
operating voltage, etc...
 
I have looked, but cannot find, any organization putting forward
a standard format for a PSDS. Does anyone know of one?
