If there is a rating printed on the device, then you will have to conduct the input test. Whether or not the NRTL/CB will require a rating to be placed on a device powered by SELV (or batteries, or a class 2 supply) is another question. I have had a little luck getting PCI cards approved by UL with no ratings, but sometimes they insist on having a rating.
