FWIW, I had same problem when one CAB said that I had to update to 3d ed and another CAB said no, because there is a collateral standard that affects the transition date. The latter engineer was also the medical engineering manager for this agency, and said that he would implore the convenor for CENELEC's medical device committee to clarify both their website and the OJ. So an official statement from an 'authority' may be forthcoming, as the CENELEC committee recently had a meeting.
