In a similar way, many sources will cite ATEX  as an acronym for 
ATmospheres EXplosive, (or a similar variation).

But I think I am correct in saying that it isn't officially defined 
anywhere in EU documentation.

I think Peter is correct - but for other reasons = language and politics!!
 
Yes, there are a few languages where translations of the letters "CE" 
would make sense as the initial letters of a suitable phrase - but there 
are many other languages where that is most probably NOT so!
 
And, how many countries (especially those where France/French is "not 
popular) would be "happy" if their national prerogative was seen to be 
usurped by that of one of the major EU member states.
 
This is definitely situation where "greyness" is best - as attempts at 
clarity could lead to conflict.
 
That is what I always tell people when I am teaching them about CE marking 
and all its little wrinkles J

Actually it's a good question.
 
My understanding has always been that 'CE' did not stand for anything.
That is, it's just a symbol comprising of the letters C and E.
 
Certainly none of the directives that use it or any of the  documents 
establishing the CE Marking ascribe any meaning to the individual letters.
 
Recently I have seen some websites of the European Commission stating that 
the letters stood for "Conformité Européenne".
But I don't think there is any formal basis for this.
