My understanding has always been that 'CE' did not stand for anything. That is, it's just a symbol comprising of the letters C and E. Certainly none of the directives that use it or any of the documents establishing the CE Marking ascribe any meaning to the individual letters. Recently I have seen some websites of the European Commission stating that the letters stood for "Conformité Européenne". But I don't think there is any formal basis for this.
