Gary, So far as I am aware there isn't a standard for x-ray scanners, but a baggage scanner is essentially a conveyor with a detector around it so I don't see why the unit load conveyors standard (EN619) and the radiation emitted by machinery standard (EN 12198) can't form the basis of your risk assessment. You'd also need to look at the other type B standards.
