Any NRTL etc. that does that does not understand what a rated value is, especially a rated condition (for measurement) such as the supply voltage. The manufacturer's statements of values of rated conditions are unquestionable and not verifiable. Other rated values (stated by the manufacturer as per definition), such as power consumption, must not be replaced by other 'rated' values but may be questioned as a result of measurements and other values substituted if the relevant standard requires that.

For example, in IEC/EN 61000-3-2, it is allowed to avoid rated values that coincide with step changes in requirements.

4. And never ignore direct advice from the mfr's compliance engineer.

Especially if it's 'Go forth and multiply'.
