I recently received notice that a new version of EN IEC 61000-4-5:2014 (based 
on IEC ed. 3) is released.

I see that this standard does not (directly) give presumption of conformance to 
the EMC directive (i.e., it is 'unlisted'), but a standard that *is* listed 
(61000-6-2) references it as an un-dated normative reference.

Because it is an unlisted and undated normative reference, does this mean that 
the new version is *immediately* required to be used?

The 2014 version has the following information, but I'm thinking it is 
irrelevant because the instructions in, e.g., EN 61000-6-2 are "the latest 
edition...applies".
61000-4-5:2014 has the following transition information
The following dates are fixed:
- latest date by which the document has to be implemented at national level by 
publication of an identical national standard or by endorsement (dop) 2015-03-19
- latest date by which the national standards conflicting with the document 
have to be withdrawn (dow) 2017-06-19

I've been able to find some guidance on dop and dow, but only regarding OJ 
listed standards.
