Hi Scott, For CE marking most batteries do not fall under the LVD and therefore are not directly regulated for safety. However most end product standards will have a component requirement for EN 62133 (secondary) or EN 60086-4 (primary). If you plan to apply for CB Scheme on the end the product the IEC versions of these standards will likely be mandatory.
As you also mention the battery directive as well as UN 38.3 transportation requirements do apply.
