So can I conclude that Industrial Saws would have to comply with CISPR11 in 
Canada and probably in the US (or FCC part 15 or 18) and in Europe they are not 
exempt from the EMC Directive and would have to be compliant with EN55011 Class 
A and probably many other applicable EMC tests.

From what I have experienced it is very difficult to get a product to pass the 
Class A emissions requirements which has a high power inverter (frequency 
drive) driving a large motor. We are looking at a three phase line filter that 
has at least 60db of attenuation at 150Khz and can handle 30 amps. $$$$  Oh 
well, the cost of compliance.

Canada uses ICES-001 as the basis for EMC compliance for ISM equipment, and 
references CISPR 11 for emissions and immunity limits. All of the ICES 
standards can be downloaded for free on the Industry Canada web

Scope of ICES-001:

1. Scope
1.1 This Interference-Causing Equipment Standard sets out the technical 
requirements relative to radiated noise emissions from ISM radio frequency 
generators.

1.2 Subject to subsections 1.2.2 and 1.2.3, Sections 3 to 7 apply to every ISM 
radio frequency generator manufactured in or imported into Canada except those 
manufactured or imported solely for export purposes.
1.2.1 A transition period ending December 1, 2006 is provided, within which 
compliance witheither ICES-001 Issue 3 or ICES-001 Issue 4 will be accepted. 
After the above date, only compliance with ICES-001 Issue 4 will be accepted.
1.2.2 Sections 3 to 7 do not apply to ISM radio frequency generators used:
(a) solely for demonstration and exhibition purposes; or
(b) as prototype units.
1.2.3 (1) Sections 3 to 7 do not apply to units or models of ISM radio 
frequency generators for which the Minister has granted the manufacturer, 
importer or owner a special permission.
(2) The Minister may grant a special permission where:
(a) the manufacturer, importer or owner has presented a written application 
giving:
(i) the reasons for the request;
(ii) an analysis based on sound engineering principles showing that the unit or 
model of ISM radio frequency generator will not pose a significant risk to 
radiocommunication; and,
(iii) a guarantee of compliance with all the conditions the Minister may set in 
the special permission.
(b) the Minister is satisfied that the unit or model will not pose a 
significant risk to radiocommunication.
(3) The special permission is valid only if:
a) the unit bears a label, either affixed or displayed electronically, stating 
that it is operating under special permission and setting out the conditions of 
that special permission; and,
b) the unit complies with all conditions set out in the special permission.
(4) The Minister may revoke or amend the special permission granted under 
subsection (2) at any time without prior notice.

15.103 Exempted devices.
(c) A digital device used exclusively as industrial, commercial, or medical 
test equipment.

Sounds like it would be FCC part 15 exempt providing the user stops operating 
the device upon a finding by the Commission or its representative that the 
device is causing harmful interference.

Don’t know about Canada yet but they usually follow the US.

I am not at all familiar with this category of products so please excuse my 
ignorance which is an industrial cut-off saw with a 5hp electric motor for 
cutting steel rods, and such.

Most of these basic model saws have no high frequency devices and brushless AC 
motors so they do not generate EMI. However, the more expensive models have 
Inverters (Frequency Drives) to slow start/stop the motor and act as a break.

We evaluated a saw from a company who says they do not require EMC testing on 
their saws even when they use the Inverter, as long as they follow the 
installation instructions from the inverter manufacturer (yea, I just about 
fell out of my chair). We tested one of these saws and failed CISPR 11 Class A 
Conducted Emissions by 50db (if was a prototype saw not on the market).  How do 
these people sleep at night?

So here is my question. Does the US and Canada require Emissions testing on 
Industrial Saws?  Same question for Europe. I assume EN 55011 Class A is 
mandatory in Europe on such a devices.

Please confirm (sanity check).
