The anomalies that your questions refer to are simply a consequence of the lag between products appearing on the market and relevant standards being published.

There is a dilemma with regard to standards timing. It is almost impossible to write a sensible standard for a product that does not yet exist. If the standard is written around the very first offerings, it may well be based on immature technology (this applies to LED lamps, for example), and become irrelevant or inapplicable as the technology develops. If it's delayed until the technology is stable, anomalies will occur in the meantime as people try to shoehorn the products into existing, inapplicable, standards.
