This is a real can of worms (think Maxwell's Equations) to get results that are generally applicable, i.e. can be used to determine the properties of any particular object made of the material. That's probably a job for the National Physical Laboratory.

On the other hand, simple objects could be designed using one of the free finite-element programs. But that doesn't help with the issue of generalized testing.
