John, I've noticed that if EMC-PSTC@LISTSERV.IEEE.ORG isn't included in "To:" or "Cc" (or "Bcc" for that matter) the reply has no way of making it on the list. Using "Reply all" instead of "Reply" will ensure it's included. Not sure if that's what's happening here, but it's worth mentioning just in case.
