Many product standards include dated references to component standards. Information Technology Equipment would still permit the use of capacitors tested to IEC 60384-14:2005 as that is what is called out as a reference in both IEC 60950-1 2nd Edition and IEC 62368-1 2nd Edition. Even the draft third edition of IEC 62368-1 calls out the 2005 edition of the capacitor standard. It is possible that the IEC Technical Committee that handles the standard for your end-product has adopted a newer version of the capacitor standard. However, if they have not, it should be acceptable to use capacitors certified to the older standard. We are told that the 2005 version of the standard was to be withdrawn in April 2018, but has now been withdrawn early in July 2016. I see no mention of either version of the standard in the Official Journal, and little notice on the "Google-web", so I must be looking in the wrong places. Can anybody in the group help to explain: Who makes these decisions? Where are technical decisions like this announced, and by which body?
