The library is under the secretary to TC64/wg4. The papers in it have been submitted by many members of wg4 over the last 20years or so. Altho there should be no objection to sharing papers that are in the public domain, there is the task of sorting out which papers would be available and organizing it for release in some way. Where would the papers be collected? If they just disappear into someone else’s (computer) library that’s no better than the present system where individuals have personal collexions which are not publicly available. Newer papers are usually available on the iNet. Note that you can only download the whole, very clear copy if your organization has a membership in the digital library in which this copy is stored. Papers such as these are the central core of work that is the basis for the development of IEC 60479 series which deals with the effects of electric shock on the human body. That group, IEC TC64/WG4, has a library of these important basic papers (including the Whittaker paper referenced here) which is used for reference in their work.
