I’m not surprised that TUV-SUD (and quite a number of other German, and 
Norwegian, certification organizations in particular) are seen to be very good 
in this area because they have been working with many of their opposite numbers 
in other countries in worldwide regs and certification for far longer (for 
competitive advantage and financial reasons if no other!) than UL, which only 
really started working outside the US in the early part of the 21st Century on 
anything other than providing certification services for the N.American market. 

 

Also, UL is a very large company that is historically “slow footed”, and 
unimaginative, in reacting to anything new to them (I know that from having 
worked for UL UK for a few months in around 2005, and I had “discussions” with 
them about that, and that was one of the reasons that we “parted company”!).

 

FWIW, I think that quite a few of the previously “national market-only 
dominating” certification organisations suffered the same issues when their 
main local markets were opened up to significant competition from companies 
both inside and outside their countries (and that includes BSI in the UK – 
worked for them several times, and we “parted company” on the last occasion for 
roughly the same reasons as I later left UL!).

Access:

They have a research team in China that backs up GMA Managers in Peabody, MA, 
San Diego, CA, New Brighton, MN and Fareham, UK.

My experience to date is that UL only has knowledge being advertised below for 
only specific product categories/countries/markets. I have witnessed/heard 
claims of expertise that when it comes time to take action, they know less than 
the client does.

 

When asked to provide a list of competencies relative to several countries’ 
requirements for grid compliance of distributed generators, we received an 
exorbitant quote for UL to research their own capabilities.

 

I have been less than impressed so far with such claims of aid, so I’m 
reluctant to entertain a subscription service.
