Another challenge is that the test equipment supplier, RS, is able to upgrade their equipment in line with the new/draft version standards, i.e., EN 301 489-1 v2.1.1 untill 25/04/2017. For new standards, EN 303 345 v 1.1.5 for radio and EN 303 340 v1.1.2, not many laboratories are ready to test to them. EU has to consider the extension of transition period or any guidance with consideration of current conditions.

I understand you are asking about RED here, but there are some issues on the EMC side that makes it a little challenging to provide a definite answer, as RED is suppose to be an all encompassing directive for Radio/EMC/Safety etc. Fortunately, as has been previously mentioned on this forum, Article 3.1 of the RED provides some wiggle room for EMC and Safety. Right now the only Immunity standards that are to be published by ETSI under the RED for a device with Bluetooth is EN 301 489-1 V2.1.1 and EN 301 489-17 V3.1.1.
