John, I first came across it in Annex H of CIPSR 11: 2015. The informative annex gives some guidance on statistical confidence levels and references the 80/80 rule.
It also gives guidance on sample size based on the margins you see. I don't know much more than this. It proved helpful when we had an issue recently though. It gave me a place to point to support my point of view.
