Paul There's no legal requirement to apply Harmonised Standards from the LVD and EMCD under RED (or under LVD or EMCD for that matter)
However, I've recently been told that where HS from these Directives have not been applied, market surveillance/enforcement would want to see that the manufacturer had documented a proper Risk Assessment in arriving at the standards chosen.
