Hello Gary, Can you please clarify your first question? Are you asking if the retrofit kits should be evaluated/certified to 62368, or, if a product that has been evaluated/certified to 62368 can incorporate a retrofit kit?
For your second question, most will suggest that a qualified/trained person should conduct the retrofit kit installation; however, it is likely that the AHJ (Authority Having Jurisdiction) will require an inspection of the equipment once the work is completed.
