That would be 61000-3-2; 61000-3-3- is about power-supply voltage fluctuations due to input current fluctuations.

Is that QP data from radiated emissions?  Can you look at the waveform to see if you can identify the cause of (what you appear to be reporting as) the broadband emission between 168 kHz and  1 MHz? A good 100 kHz high-pass filter may be needed.
