I think the person who had trouble with a Vital board was using it on a large mill (Mazak class). Big servo motors, big voltage and big current. That means lots of electrical noise. Apparently the Vital would sometimes count an encoder pulse that wasn't there, probably due to noise. Other people have had no trouble.
