If you don't enjoy the minutae of working with CVS, it's a great time to
go back to using the prepackaged version -- updates to emc appear
automatically.

Otherwise, instructions to check out a fresh copy of the 2.1.3 source
with CVS are on the wiki:

http://wiki.linuxcnc.org/cgi-bin/emcinfo.pl?Installing_EMC2#Getting_the_source_with_CVS
For even more on CVS, including how to switch your existing CVS tree
from an old version of TRUNK to a new version such as RELEASE_2_1_3, see
the CVS Book:
    http://cvsbook.red-bean.com/

Any way you do it, you'll probably have to follow at least some of the
items listed at
    http://wiki.linuxcnc.org/cgi-bin/emcinfo.pl?UPDATING
to make your configuration files from August work right with 2.1.3.
