It is frequency, sort of. For 10Hz a short pulse comes out every 100ms.
For 100Hz, every 10ms and so on up to 10kHz.
You get this:
__-__________-_____ ,  ___-___-___-_ ,  _-_-_-_-
Instead of:
__-----______------ ,  __--__--__--_ ,  _-_-_-_-

Just because you have something that works doesn't mean it can't be
