Yes.  If you install the EMC2 Live CD on a 64-bit system, you will get a
fully working 32-bit operating system that can control hardware.

My personal experience is that EMC2 can be compiled in 64-bit mode, both
in the userspace-only --enable-simulator mode, and also with realtime
support.  However, in that case you also have to prepare a 64-bit
realtime kernel which is at least timeconsuming and sometimes
frustrating.  EMC 2.2.x and later (including CVS trunk) should compile
on these systems, but nobody I know of is testing this on a regular
basis.
