One thing to watch for is to make sure the two legs you do power -are connected 
to the fan on the drive.
on some drives it doesn't matter which - you should hear the fan come on.
Some drives check for three legs and error if there is only two (sometimes you 
can change a parameter to fix that)
I would bet your freqrol would work fine on single phase.
Also the whole machine may depend on two legs being powered. For instance my 
Okuma lathe  has single phase transformers wired to two legs- so if you don't 
power both those legs it wont work.
