Are you using the correct syntax?
Hello <password> <client> <version>
Actually the current emcrsh doesn't do anything with client and version 
but they must be there. I normally use something like:
HELLO EMC 1 1
To enable your connection you then need to enter:
SET ENABLE EMCTOO
If you don't enter this you will only be able to read ems's status.

Only one connection can be enabled at a time so if someone else connects 
and enabled their connection yours will be disabled.

They are all optional. You only need to use the ones you need.

I believe it is for compatibility if you use it as the DISPLAY line in 
your ini file. The emc loader automatically adds the -ini parameter.
